Visual frozen bug

at some cutscenes or animations in combat at random i encounter a bug where it freezes and takes a couple of seconds to recover. its ruining my experience, anyone can help me with this?

32Gb RAM
I think my nvidia overlay is the issue, ive seen it with other games but I thought if other people experience this then maybe it isnt just me

Never use overlays. Ever. They do nothing to help your performance
