Normally I'd also make a statement about how your GPU may not run it, but considering this game is from 2004, I honestly wouldn't know if a phone can run it.
Either way, for setup;
- Install Windows through a virtual machine
OR
- Install a Windows package such as Wine (recommended)
- You may need a touch to mouse converter, KOH may not support touch as well as you think
Now to actually install the game
- Use Steam for Windows to download and install & pray Steam doesn't wet the bed on Android
OR
- Use DRM free version of KOH
- Install KOH through a LAN shared folder
OR
- Use a KOH disk (possibly through another computer)
It's still a huge gamble if the game works or the game can be installed. Or that it supports your resolution, the lack of a standard GPU

I really love this game and I would do anything to play it on my note 8
I tried wine 3.7 on note 8, when I open koh.exe through start and run, it says access denied

I'd assume because it has settings in system directories (eg, on Windows it saves in your documents). I do not know how Wine handles this, if at all. You /may/ require a bricked android (basically an android device with super rights, but this makes you lose your warranty because it may turn your android... into a brick. Dead. Non-functional) in order to have Wine access your Android document root.
If it can't make OR load these game settings in your Android "documents", you can expect an "access denied".
Can also search for alternatives of Wine. I don't exactly have an interest of booting up Windows apps on Android so I don't have any extra knowledge of this.
Don't think the game will appreciate the resolution change or lack of cursor though.
If they make it easier to play on phone or pad, lots of people would jump to buy those devices. Mobile beats PC on 2-3hours of public transports. Just the small screen, and touch over mouse.
