Report a translation problem
If you bought ONLY Complete and DW and NOT HttT the problem is as I describe - you need to buy HttT.

Then: http://www.microsoft.com/en-us/download/details.aspx?id=35
(If that doesn't do anything then http://www.microsoft.com/en-us/download/details.aspx?id=8109 )
Then: visit the Windows Update site and allow it to apply all .NET updates/patches it wants to, for all .NET versions.
Then right-click on eu3.exe and eu3game.exe and set them to run as the Admin user.
And then check if you can run the game after that.
I mean, you say this method works 100% of the time. But I havent seen anyone who has said it worked.
However I promise you, it works very often, I would hardly bother otherwise, would I? I do support virtually every day, here and on the Paradox forums, and I'd know if it failed every time.
Firstly, look at your Steam account - have you perhaps got EU3:Complete and Divine Wind, not Heir to the Throne? If so that's your rproblem as HttT is a necessary pre-requisite for DW, it won't work without it. Sadly Steam allow you to buy DW without checking that you already have HttT.
If that's not the case, what exact EU3 game(s) do you have? Just Complete, or it plus HttT+DW?
Does a Steam verify find anything to fix?
I used those links and each link has multiple files to download, so I don't know what I should be downloading.
Surely steam should include everything that is needed when you run the game to begin with.
I only have EU:Complete (no DW or HttT) - surely that should work by itself
