ETA: does it really only have PS 2.0 support? Not 3.0? If so, do NOT buy DW as that requires PS 3.0
The crash happens only when I attempt to do any type of 'Provincial Deciaon'. Whether it's the popup, or going directly to the province, clicking to view decisions.. As soon as I click one, music stops, and I drop to my desktop.

Start by using the Steam client option to Verify Game cache Files, which ought to correct it. If it does not you need to do a full clean reinstall.
uninstall the game from Steam and move any valued save games elsewhere. Manually delete ALL the EU3-related files and directories from under the Steam, now reinstall the game via Steam. Now run the Steam client option to Verify Game Cache Files until it runs clean.
However I can confirm Divine Wind does run on a gma 950 which also has pixel shader 2 (albiet very laggy) because my friend has it.
