Report a translation problem
Unistall the game (form steam), go into folder where it was installed (Europa Universalis III - Complete), delete this folder and reinstall the game.
Delete the chace folder and restart the game. It'll take a lot of time to start, but dont'worry!
I assume that you don't use any mod. Try to apply 4GB fix:
1. Backup your eu3game.exe
2. Download 4GB fix at https://ntcore.com/?page_id=371
3. Unzip it
4. Launch it, go into the istallation folder of EU3 and open eu3game.exe
5. Click OK
6. Start EU3.

I think that Paradox should have created a fix for this. It's pretty annoying that they sell a game that basically should run on my computer but doesn't.
I'm sorry, but I don't have any Mac :(. I can't help you.
I also had to play around with the screen resolution size and refresh rate in my C: / Program Files (x86) / Steam / steamapps / common / EU3 / settings file. Specifically, in the "size=" lines for screen resolution, no values were entered. Entering the appropriate screen resolution information into the file (after the "graphics= {" lines), setting the refresh rate appropriately, and setting "fullScreen=no", allowed EU3 to load and run normally (as far as I can tell,anyway!)
The top of my EU3 settings file now looks like:

(Variables x and y can be whatever screen resolution is appropriate for your monitor. Same with the refresh rate.)
There are many threads about these kinds of issues both in the Steam and Paradox discussion forums, so check there for alternative solutions if this doesn't work for you.
