What is the signifigance of this guy? Seems he wants me to follow him but when I do nothing appears to happen.

I followed him (what main_gi mentioned). He just went up on a platform, where playback of some recording apparently ended and he disappeared.

Recording is something you would have been exposed to previously if you found all 6 stars in Public Test and figured out the extra level.

So still no clue as to its purpose? Just "part of the scenery"?
It scared the ♥♥♥♥ out of me at first, I thought it was another player, kinda like in Dark Souls you see the ghosts of others around you sometimes.

It's a small bit of foreshadowing/meta. The recordings are of an "older character" in the simulation, doing a puzzle that is not there anymore.
