EDIT: I should mention that Talos.exe and steam_api64. both have OK digital signatures from GHI and Valve, respectively.
Talos.log is posted here: https://steamcommunity.com/app/257510/discussions/0/1742260376454715556/
1. Delete `[steam]\Content\Talos\00_All.gro` then verify files in steam again
2. In the steam game properties, set the 'beta' to "Legacy - pre se2017"
I would highly recommend option 2, it's the better version of the game. You will actually be able to use the workshop, which has some amazing campaigns, and has been completely broken on current patch for 9 months (https://cdn.discordapp.com/attachments/464416372756054027/642277787008368641/State_of_the_Workshop.png). Down patching later will delete your save file so might as well get it out of the way eay now. The older version also continues to support 32 bit and open gl, incase you have an older pc, and has less random engine quirks like you seem to be experiencing. All you'll miss out on is being able to play with eye tracking (who needed that?) And slightly better framerates.
