Does anyone know what this glittering thing on the roof of the building, wehre you enter the level, is and how to get it?

It's an easter egg. If you search carefully around the level (and it may help to listen carefully), you can probably figure out how to get up there.

Its a teleporter that goes to this room ^^^ I don't know of any way to get there without using dev cheats but there might be a way up.

you should not use commands until you have completly finished the game because it disables all achievements and ruins the fun.
