Basically deals with how many frames your graphics card buffers. If you activate triple buffer there will be made another frame space in the queue of frames waiting to be send to the display. It mostly really matters when you activate VSync. If you want the VSync (No Tearing) but the VSync leads to frame rate drop, then activating Triple Buffering can help you get to higher frame rates. In turn it costs VMemory and can under circumstances lead to control lag.

TL,DR:
1. VSync Off -> No triple buffer
2. VSync On and high frame rates -> Triple buffer is pure optional
3. VSync On and low frame rates -> You should test if triple buffer help you frame rates.
