Where(or when) do you get blue sigils?

Damn do i feel dumb for asking this but i googled it and everything and couldnt find it
You know the island levels on every world. in every one you need to have blue-cyan sigils to unlock jammers an stuff.But i never got one. I completed world a and b, half of c and 3-4 levels of tower.Feels like im getting the end but i still cant ask for a guide in a puzzle?

You don't need to collect them, they are automatically inserted to the arrangers, you only need to solve the puzzle.

WHAT?! I went up to every one of these in all the gardens & didn't notice this. But I'm good at collecting stars! Haha *facepalm* Thanks!
