When does the shop you fund and warehouse in Gehena open?

So I helped the guy being arrested by the cops and I gave 3,000 to the person at the shelter in the city. Both told me to come back later but I've reached the area after defeating Steele and there's still no change there despite crew members hinting that I should go back to Gehena.

There's also hints that I can recruit people on Nuluup but I'm not sure if those are people are already recruited or not because I went through and spoke to everyone in town and nothing has changed.

While I'm not a huge proponent of having a quest log but it's difficult differenciating a new side quest from one that has already been completed.

The shop you fund only opens rigth before the endgame, whileteh warehouse subquest was bugged early on and later patched. Maybe you got it before it was patched?

I don't suppose there's a way to go mess with the save file to unlock the warehouse then? It kind of sucks to not be able to go to it.

I can't even find the shop now and I'm at the end of the game. Where is it?

Go back to Gehenna, and the previously empty building (it's in-between the nightclub and the item shop, to the right of the screen) will now be converted into a new store.

Unfortunately the warehouse never opened up for me but the shop did open up near the end game.

When is the "endgame". I'm at the point where I can go to the asteroid and the game told me now might be a good time to make a back up save. I would assume this is the end game but I don't see that store. I started my game recently and would assume that this bug has been fixed in this version. I've taken down the hidden bosses, Dem, Lita and Cthulhu.
