The real config files are located in "Enemy Front\Game2\_FastLoad" in the startup.pak file (open it with 7-Zip) in the Config folder, in the CVarGroups folder.
There's a config file for each game setting, particles, texture, shadows, physics, etc.
What I've had to do is extract the files, edit them in notepad/wordpad and drag them back into the archive.
*Do all config editing with the game not running*
The way the config files seem to work internally is the top settings are default and the numbered sections below are the commands that override them with that preset (low/med/high) [1] for low [2] for medium [4] for high ( [3] seems to be unused).
What I've done myself (when first testing), is deleted everything in the bracketed sections (not the commands at the top, only between the [1]-[4] bracketed areas) and added all the given commands from them into the top section.
Now, you can edit the commands as you'd like: Ex: in sys_spec_PostProcessing.cfg changing "r_DepthOfField = 0" to disable DoF, same with r_HDRRendering, r_MotionBlur, etc.
Once you have made changes to the config files and put them back into the config folder in startup.pak (you can drag them back into the 7-zip window). Launch the game, and use the option on the basic tab, and set the global graphics settings to low, med, high (it doesn't matter which, but they seem to need to be toggled after you edit them) you can toggle them on the main menu (it doesn't have to be done in-game).
With a few quick changes to HDR/SSAO/DoF/MotionBlur. I was able to get significantly more FPS (over 100) on the same beginning level.
The fact that HDR/SSAO/ETC aren't even disabled on low is very odd because they're quite demanding.
Will be doing more tests to see exactly what the easiest changes are that can be made to achieve FPS increase.
Also note the game does not close gracefully after editing the files, so you may want to alt-tab out and kill it with task manager instead.
Hope it all Helps you Out.
Sorry man but i have to admit my computer struggles to run this & i'm running something slightly faster than you quite a hard game to run.

Win10-64
I get the same error at launch. It's not just the OP specs. This game just doesn't run! What a POS!
I think you wrote it backwards. Works with DX( but not DX11 in Win10. Odd because I had no problem running the game in DX11 in Win8.1. In any case, thanks for the tip. It's running on Win10 in DX9 now.
EDIT: I spoke too soon. The game only ran once. Keeps crashing at launch again...every time. I tried both r_Driver=DX9 and r_Driver=DX11 in the system.cfg file. Same result both settings.
First of all try to verify your install of the game you may have missing files. If still no joy try running in compatibillity mode for either 8.1 or windows 7, hope it works for you.
Open Registry Editor and navigate to:
HKEY_CURRENT_USER\SOFTWARE\CI Games\Enemy Front
Then change r_Driver to DX9 (It was DX11)
Game runs perfect now!
For some reason, changing the DirectX version in config.sys in the game folder does not update the registry value when the game runs.
Glad you got it working have fun, don't listen to anyone about the stealth mechanic in this game. Think about line of sight enemies have on each other, it's actually a very deep stealth mechanic.
I didn't realize people were complaining about the stealth mechanic. I think people just like to complain in general. I've learned to take game criticism with a grain of salt. I'll admit I didn't much care for the checkpoint frequency however.
I'm almost through the single player campaign and have mostly used the sniper rifle. I like how they carried over the kill cam from Sniper Elite.
Yeah it's an awesome game. a lot complain about the checkpoint system but i'm used to Medal of Honor you die you start again so it dosn't bother me. if you like this Sniper Ghost Warrior is city interactive too & is a great game also.
