Report a translation problem
I did have a similar problem on a small scale due to losing the zen garden park from my game. Not sure what happened to it but since I no longer have it as an option to build all the instances of it that I had built were deleted and land value droped in those areas.
land value can also decrease because of noise, pollution and abbandonment.
still, an entire city...
maybe you re-enabled chirper?

Most importantly, lots of roads with tree decorations!
I would suggest providing a savegame as it's the easiest way to get answers and avoid a game of twenty questions. Also list any DLC and mods used in the city.
