Do you even see the Colossal Order\Cities_Skylines folder?
I suggest you check which download region you have Steam configured to and also run the Verify Integrity of Game Cache. Right click on CS from the Steam library listing, then select Properties, then local files.
Bear in mind that the appdata folder is a 'hidden' folder and you'll have to make it visible via folder options first.

Please subscribe to it and once it has finished downloading, perform a search for "San Marino"
and you should find it in
Program Files\Steam\SteamApps\workshop\content\255710\606704426
You can then start the game, start a new map and San Marino will appear in the map list. Saving the game while in that map will create a save that will appear in the Saves folder at
C:\Users\yourname\AppData\Local\Colossal Order\Cities_Skylines\Saves
If it turns up there, then it's working as it should.
If it doesn't turn up there, then check to make sure Steam download region is configured correctly.
Assets and maps you subscribe to are not personal files and won't appear in Users. They are workshop content and will be stored in the Steam folder as above.
I think it's a hidden folder
