Extended Managers Library 1.0.3
Prop Anarchy 0.7.6
Tree Anarchy 1.3.6
if you have any of them go and get the latest version.
My guess it's connected in a way with the problem that the mod list keeps disappearing. So, my workaround is:
Start the game: if the mod list is empty, quit it.
Start the game again, enable all mods. Quit.
Start the game via LOM, works.
What a mess. But it does work like that for me. Probably I just can skip step 2 and go straight to LOM but i haven't tested that yet.
This whole mod list empty bug is messing everything up atm.
if your content manager is broken, i have one easy fix.
first, locate what drive your game is on, then go to steamapps\common\Cities_Skylines (this can be found inside the steam file)
locate launcher-settings.json with notepad (or notepad++).
now, here is where things get technical.
make sure the last two values are exactly like this:
"steamWorkshopDisabled": false,
"steamModsMigrationDisabled": false
this fixes the issue. the values are just above a '}'. now save this file and enjoy!
But main the problem is that the userGameState.cgs gets corrupted (0 Bytes)
you can either delete the file and lat the game create a new one or overwrite it with a previous saved one

its probably a map which uses a dlc you are not owning
For a while I used "Render it". Even though I uninstalled it, there was a file left in my folder (C:\Program Files (x86)\Steam\steamapps\common\Cities_Skylines) called "RenderItConfig". I have deleted that file and the problem has been fixed
That's your problem then. Those mod versions are NOT compatible with this update. If you go onto their page you need to unsubscribe and follow the link in the description to the new versions.
Here I've got them for you
