Upgrade road when near service building mod possible?

Im wondering if there exists a mod or if it might be possible to make one. That upgrades roads even when service buildings are attached to them?.

If there is space they would just get pushed back. Some of them can really be a hassle if you build and dont plan ahead like garbage dumps and graveyards. It would be nice to just upgrade and push them back that 1 square or whatever.

You can use the relocate building tool to move the building thats stopping the upgrade temporarily. It would be impossible to mod it however as the bigger roads start using blocks that the building is already using. The only thing a modder could potentially do is make upgrading roads delete the buildings adjacent to it, which is not a good idea.

Relocate doesn't work for dumps and graveyards if they aren't empty. Another option is to use a mod that makes bigger roads (more lanes) without the need for extra space, like this one: http://steamcommunity.com/sharedfiles/filedetails/?id=478820060
