They're in the normal roads menu, basically anything that isn't vanilla will be a NE2 road...
(Edit: You can filter the menu's in-game to only display workshop content!)

Guess that's why hardly any of my tunnels are rendered in my games.
Why? Why there still ain't any mod that renders tunnels for any road?
The assets are the problem, therefore you need to ask Paradox and/or Colossal Order to change the vanilla items.

The short answer is it's a lot of work and no one has felt up to that.
As an asset creator I generally feel it's more fun to make stuff that people will use and see. Underground tunnels for roads we already have is something few people would ever see. Meaning there's a ton of things I'd personally rather spend my time making. I imagine I'm not the only one who feels like that.
