Also, in another thread they mentioned this utility mod to remove phantom lanes, I don't know if it can save your city .... :/

Just another reason to save more often.
In the view menu (upper left), there are only two views that don't allow you to bulldoze roads, the Water and Transport views. Perhaps the odd road is tagged as one of these types of structures. Open those views and then hit the bulldoze key and see if the road is selectable with the bulldozer.
I haven't seen this problem but I've been playing for a month on mostly vanilla. I don't use Cloud and I don't auto-save. Perhaps one of those saving methods is breaking saves, I don't know :/.
EDIT : You can also try to open all the views one-by-one and see if a particular view will allow you to bulldoze, again, just a thought.
Have you tried using Move It! as it has a marquee selection ability that lets you aelect everything you drag click on and then uae its own delete function to remove the offending nodeless bit of road?
Fortunately, I was able to see one the defective node. I could not delete it, but could extend the road from it. When I tried to extend the road from this defective node, with anarchy mod OFF, I could see the whole distorted road highlight in red. Going almost across the map. I then took Move It, grabbed the node, and moved it closer to the end of the red path, which was the other glitched out node.
When close to each other, the 2 nodes started behaving slightly more normally and the road reappeared. Except one node was going so deep, my FPS dipped in the single digits just looking at the narrow hole in the map! I created a damn black hole in C:S. I know, crazy. Please note that this hole did not made the node/segment getting classified as "underground". It was "over ground", but digging itself past the rendering of the game (speculative).
It's very hard to describe and I don't have any screenshots. Anyway. Very long story short; From there, I deleted the segment - and its 2 nodes deleted along with it - with the vanilla game's bulldozer tool and everything seemed to be fixed afterward.
I couldn't try and replicate this monstrosity even if I wanted to.

So apparently I was a victim to this bug too.
As suggested above the Move It mod and its marquee selector was the true savior as Phantom Lane Remover did not help.
So in my case I have had a couple of these mangled roads. parts were visibly foating above the terrain, some were underneath.
I knew the road segments are some short piece of road stretched and mangled around the whole map.
First, I was able to identify a node of one of them and delete it.
That was the easy part. For the rest I did this
1) zoomed out, as zooming out helps to manifests these elements.
2) i've set up Move It to select segments only
3) selected huge area where this elemet was visible.
4) I could see that Move It mod picked up someting huge and curved.
5) I've fidled with the selection to select as little of other segments as possible
6) unselected those segments which I wanted to keep and deleted my abomination
problem solved. Hope this helps to someone in the future
