Of course, you will hit the vehicle limit long time before that, though this can be bypassed through the More Vehicles mod. Depending on how you develop your city, you will hit the building limit of 48k long time before too - i.e. lots of small lots.
81 tiles is best for maps with lots of farms, forests, and/or unbuildable terrain.
Because the game's AI is designed for only 9-tiles.
You can expand the tiles with Steam, but I'd recommend using only the 25-tile unlockers.
The 81-tile unlocks tiles that weren't meant to be unlocked, so you will always need the 81-tile mod for it to function properly at the outer two rows of the map. Plus it has a high impact on performance using the 81-tiles.
But the inner 25-tiles are meant to be unlocked, and they will stay unlocked if you remove the 25-tile unlocker. So, no extra performance being used other than filling the tiles themselves.
Trying to fill 25-tiles will be hard as the game has other limits on building inside your city, so you likely won't be able to fill all 25-tiles completely.
But there will be times when you want to use all 81-tiles to build your city sporadically and not be so full, in that case, then 81-tiles is great, just be aware it has some issues when building in those outer two rows. plus the performance loss when using the 81-tile unlocker. It isn't game breaking slow by itself, but combined with other workshop, can prove to bog you down a bit.
You also may need some mods past 9-tiles as the AI isn't as efficient the larger the city gets. You can usually avoid these mods, by building in certain ways to prevent overloading the AI.
Just be prepared to ask lots of questions as you exceed the 9-tiles. Luckily there are lots of users experienced in exceeding 9-tiles ready to help.
