Subscribe and enable Mod Tools:

1. Load your city and pause the game
2. Open the scene explorer (Ctrl+E)
3. Find "SimulationManager"
4. Look for "m_metaData" and set the "m_invertTraffic" field to 'true' for left hand or 'false' for right hand.
5. Save the game (under new file name)
6. Exit to desktop, then relaunch and load that save
After loading the save the traffic will freak out a bit and then they'll start going in the opposite direction to what they were before.
(I also had to re-launch the game after subscribing and enabling Mod Tools to get Ctrl+E to work. A quick google sorted that but thought I'd mention it here :) )
