Additionally, there were more stadiums based on European Football Clubs that were only available for a year between 2017 and 2018 or something like that due to licensing when Match Day was first released. I don't have them but I know they exist.
And yes, Varsity Sports stadiums are also affected by that policy. Those stadiums are not unique in vanilla, unlike the soccer stadiums. However, that policy is either all or nothing, so if you have 6 stadiums in your city that policy will always cost 6 times as much, which isn't worth it when the Campus DLC allows you to have coaches and cheerleaders for its stadiums that already improve your chances of winning, as well as your campus's attractiveness.
