I'm interested in Skylines (already own XL) as it seems to have a few features that XL doesn't, like designating zones/districts. The bus routes look more user friendly.
One thing I'm interested in knowing is if it has unlimited maps (ie, based on seeds, like Banished) as I got frustrated by lack of real variety with the XL maps.
No, CS does not do automatic or procedural map creation. All maps are designed. You have the default maps that come with the game and you have a comprehensive map editor which will enable you to design your own. Alternatively you could subscribe to many maps created by other players from the Steam Workshop. The quality of which can vary greatly, but there are many diamonds among the rough ;)
Designing your own maps was for me almost as much fun as the game itself. I recall spending at least the first week or so after purchase just learning to master the creation of my own maps. Even after all this time, before a new city build, I'll first scan through the workshop to find a suitable map for the city I envision. If I don't find one, then I get to work on designing my own.
So, if you want map variety, you're spoilt for choices ;)

It's a city painter. Nothing developes (no levelling up of buildings)
And some basic issues, which are known since the very first beta (no functionals 1-way traffic for instance (the simulation ignores 1-way streets in return trips).
Plus the whole development of the series is nothing of patch after patch being sold as separate games...
beside that, Cities Skylines is in every way better then every other City simulation game at the moment.
