There are some mods that can improve performance, but others can take it away. so you need to be very selective in subscribing mods.
I wouldn't recommend an upgrade unless you need it for other games.
Maybe post a saved game and we can test it out on our rigs. Maybe it is just a mod issue? Some mods are partially of fully incompatible with other mods. Not to mention mod conflicts for two mods that are similar.
If you do not intend on playing CS, a RAM upgrade would still benefit you, by allowing you to load up more assets more quickly.
And what is your current GPU anyway? Where does the lag occur? Only on large cities with the simulation running? Or is it frequent, even with the game on pause?

I'd get a little better GPU if you can. 3060 12GB I have is OK, but my 6800XT 16GB made a big difference on larger cities, over my old 8GB Vega 64. That extra vRAM of the 6800 XT lets the simulation and tons of asset run smooth. the 3060 with 12GB does well too. Better than the vega anyway.
So definitely get a gaming PC. And Good Luck!
I have a I9 with 32Gb and the same DLC, mod, asset list and the I9 is a LOT faster and easily handles everything I've thrown at it. Both systems run a 3x pagefile
That said....
Barring any unexpected catastrophe my next upgrade will have at least 128Gb ram and 4Tb ssd. I do not believe it is possible to have too much memory.
That said....
I would NEVER do a system upgrade solely to play any game. Thing is I am constantly playing editing or moving video around and that sucks down a lot of ram.
There are only few games need more ram than 16GB, cause their mods.
Like Minecraft, Cities or Skyrim.
3060 isn´t really "good" there are cheaper cards with the same result if you oc them.
I can run games on my both computers with the same setting, same fps, because the worse one is oc.
A card for under 300 euro with the same result with a 1000 euro card.
But a 3xxx card doesn´t make sense today if you haven´t one.
Go for 4 or wait for the 5 gen
But before you buy a new computer and waste money, oc your specs.
My 2nd computer has a i5 which can run newest games on mid-high and 90 fps.
This chip costs only 50 euro, it can handle games like with my i7, which costs 350 euro.
Other game I use throttlestopper and set my cpu a little lower or set TDP lower. But disabling turbo works well.
I recently created a grid for a pretty decent sized city when I loaded my map, and that alone added over 1gb or ram usage,,, before pushing the play button and spawning traffic.
The minimum specs are a bit of a joke and even the recommended specs are just for the base game without any mods. And before you start playing the game.
But like someone else said, doing an upgrade just to play one single game is something you should really think about. If you have the money, shop around carefully and review the GPU'S CPU'S you can afford first. Spend it well.
