Don't it tend to go abandoned or stall the progress of the city if we just let neighborhoods without services?
Yes, it will stall the progress of the city. That's what a slum is, a neighbourhood where progress is stalled.
People who live in slums abandon the slum when they have better options they can move to, or they die sooner than those living in affluent neighbourhoods or don't move in at all. Only the helpless will remain in your city. Those who can will pull themselves out by their bootstraps or die and your tax will tank and your city will die too.

Slums and 'hoods have their purpose. I just don't think CO would like to depict the high "tax" they pay to your back pockets. This isn't Tropico.
Slums are not a City-planner-feature....
Noone says ever : "Hey look... a slum would fit in here perfectly" while planning a city...
They are created by social and economic unjustice.
Something that doesnt exist ingame....
Generally smth you cant recreate in Cities without massive "politics" overhaul, and less influence of the players end as.... slums grow naturally...
Also a Brazilian favela differs from a US-Hood or a Frenchs banlieu....
The first one is just a wild-grown cancer in a failed state.
The later ones are "regular" buildings and districts wich been taken over by certain comunitys where integration failed...
Recreating areas like "The wires" Baltimore-Lafayete/Pit area is actually quite easy.... Assetwise
Same goes for French/EU slums....
SA/Asia themed stuff is prob a bit harder due to the.... "scrapyard" look
