Biggest plus from After Dark is in my opinion the taxis, new feature for public transport.
Other than that, the night gets a bit more detailed as far as I know, such as new buildings, mostly just about looks.

Yes, this game is worth it, 100% yes. Anything the game doesn't have can be achieved through mods, custom assets, etc. The workshop support is huge. Some people say this game is more of a city painter, but I love it. I wouldn't buy cities 2013 unless it was 5 bucks, but that's just me.
Skylines does NOT have seasons or disasters, but it does have snowfall with the snowfall DLC. However, rain and fog are FREE with the base game. There's another expansion coming, but that probably won't be until end of summer; no idea what it will be. We just had a landscaping free content update which added some cool stuff.
This game has had quite a few sales since the new year, so if you're a patient man, you might be able to get everything for half price. Even at 30 usd, it's still a great price.
I'm currently at 250 hours played, and rising. I know there are people here who have several thousand. :P I spend probably a few hours a day browsing the workshop lol. I've got about 20 mods, and 400 custom assets. There's thousands upon thousands upon thousands of assets, and mods, and awesome stuff in the workshop. So, plenty of stuff there to keep you occupied.

No DLC's. I got to nearly 30k population but even at 15k the stuttering and FPS drops were in the 20-30fps region constantly.
I started another city without any mods, ran much better but still had FPS drops to the 40s even.
Traffic ++ is very intensive on your processor, because of the designation on lanes or traffic lights. Add to that rushhour for dynamic speed of your cars (every car gets an own designation of speed, thus more calculating on your processor), the 81 tiles (so more building space, means more rendering than the original map intended), adaptive prop visibility distance (adds more tris), and you start to touch a lot on your ram and core.
