Merging two one-way into 2-way?
I am trying to merge two one-way roads into one 2-way road, which seems like a fairly common issue encountered since the game starts you with two one-ways, but most towns of a few hundred or few thousand people do not have two one-way roads down the middle of them.

I tried Googling it, and got a lot of "no solution without intersection" posts from 2015...but has this problem been solved now in the past 3 years, in an official manner so as to not disable achievements?

NOTE: I do have the mass transit DLC (and other main DLC packs if it matters)

Try to build a roundabout at the end of the 2 one ways and on the other side you build your two lane road.

You can make a smooth transition as the picture shows.

Start by connection the two ends of the one way roads/highways. This will give you the grids needed to place the two-lane road. Select the free form tool for the one way road you want to use to make the connection and you can make smooth connections both ways. (Connect from the one way roads to the two way road.)

Hey Sam, did you ever end up working out what you wanted to go with?

Really, the two screenshots above are the usual methods to use.
Personally, I tend to go for the 'Y' junction over the roundabout.
