Done and No change.
Tried that along with restarting steam. No change.
Can you run any games at all from Steam?
Are you using AVG Anti-Virus? If yes exit AVG try to launch your game, if no move on to the next suggestion below.
STEP 1
Can you post your pc specs including Operating System by downloading Speccy free version from here https://www.ccleaner.com/speccy/download
Download, install and then open Speccy and then go to summary in left hand pane, copy the info from the right hand pane into a post here.
We are going to be using Speccy quite a bit to identify drivers and hardware if none of the suggestions below work..
STEP 2
Some things you can try while your waiting for us to get back to you:
Use windows Update to update your system to the latest versions.
Update your graphic drivers to the latest version or rollback to an earlier version.

STEP 3
If your games still fails to launch try these next suggestions one by one, trying the delete or move GameOverlayRenderer64.dll first, and if that doesn't help delete the ClientRegistry.blob file.
Delete or move the GameOverlayRenderer64.dll
Temporary Fix:

Remove the ClientRegistry.blob file:
Close Steam
Go to the Steam root folder (usually C:Program Files (x86)Steam)
Locate the the ClientRegistry.blob file. Make a copy the file and name it copy.ClientRegistry.blog
Delete the original file
Open Steam, and try to run your game once again.
This has been an ongoing issue for years, they launch new updated versions and sometimes they don't even work.
Well at least it worked for me
