Report a translation problem
im using only low density but im using rico assets that are realistic but say they are high density for some reason even though it definitally doesnt look like it. I dont have any public transit and don't plan on it
im just starting it off so everything is still somewhat close to eachother so maybe thats why
You'll want to be very careful however what you wish for.
You just might get it.
i had when starting my city and a lot of them walk
connect those districts with highwayroads only, they have no sidewalks so pedestrians cannot use them.
don't put education into residential districts.
that way every cim will find themselfes locked into their district as pedestrian, they will need to use cars to go to another district to go to school, work, shopping.

Coookyman does a lot with Procedural Objects that might act to reduce the number of cims. or you might consider a combination of metro and underground walkways to get them off the sidewalks and out of sight.

Edit: On a more serious note, you'll probably only have to disable crossing at a few key intersections to greatly reduce the number of people that walk.
You have a problem most people want to have.
Also, bicycles are considered vehicles, so maybe you have bicycling policies enabled? or a lot of bicycle lanes?
