I can't attach billboards onto building's surface, why?

When I select a billboard and move it to a building, it goes inside instead of climb up to a height, so I fail to do any billboards onto a building.

What you need is a feature called 'prop snapping' originally this mod did that

Keep in mind that Prop Anarchy mod doesn't support additive shader POs yet
