What does the the blue and white blocks icon mean?

I know the common icons, Blue droplet - Water missing, Red Skull dead body awaiting picku-up, grey abandoned building, Green and yellow taxes too high, etc.

But what is the meaning of the blue and white icon showing blocks that hovers over my full promoted commercial buildings? I look at the buildings in detail but All I see is that they are NOT OPERATING,

The extended building info doesn't show any red bars, so can someone tell me what's wrong?

From top of my head I can't remember, but from that building info box if you move the mouse over the icon just below the heading info it should tell you more. The usual choices are not enough customers, not enough workers or not enough products to sell. All three of those reason could actually mean traffic is backed up and customers/products/workers are not getting through the traffic in time !!
