Sadly, the above is a bit of a drawback of how bus routes aren't available earlier in the game. If they were available earlier then you can put routes in when population is smaller and aviod the initial mad rush when you finally unlock them.
I also agree with kristofburger that it sounds like your routes are too long and, more to the point, too convoluted. I have some long routes, over a tile long, but they don't have 90 buses on them. As much as possible I try to make my routes straight lines, there and back. You can always add a little local loopy route that they can change onto if they want.
It would be cool if they had trolleys like in San Fransico. I feel like Trains seem stupid even as a city my size, in real life who would use a train. Sub way stations I understand, and I do use them, but theyre not that short of routes, I kinda have them going from island to island which is kinda a larger distance type routes. Overall I want to get my traffic better, its in the mid 70%s but It was in the low 80%s before I added so many bus routes. So its almost not helping.
