Game not working? Read this
First let's determine if it's a mod issue.
  • Go to your Steam library
  • Right click on Cities: Skylines and select "Properties"
  • Type in --noWorkshop (exactly like that) in the box at the bottom
  • Close the window to apply

Then start a new game. If the problem is gone - it was mods! If the problem remains, it's the game.

Next steps - how to fix it!

COMMON ISSUES
Running out of memory
Easy to spot in the error.log - usually the pagefile will have ~100MB or less free, which is why the game crashes. Setting up a custom size pagefile of 32 GB (32000 MB since pagefiles are measured in MB) usually fixes this. If the pagefile is already set that high, reduce the amount of workshop content.

Citrix Workspace
The output_log.txt (or player.log on Mac and Linux) looks like this:

Simulation errors
These happen from time to time. There are 3 mods that can help recover a save from these errors, and all mods can be used at the same time. It’s the Loading Screen Mod, Save Our Saves and Safenets.

Subscribe to all, enable them all, and then go to Options, find the Loading Screen Mod on the left, find Safe Mode and enable all options for Safe Mode.

To all, if you have the old Load order mod, delete it and replace it with the new Load order mod. It worked for me and now I can play.

These mods caused the problem in my case:
Extended managers library 1.0.3.
Loading order mod V1.15.7
Prop anarchy 0.7.6.
Tree anarchy 1.3.6.
I first looked in Steam content / my collections, my mod collection and there were 4 mods that were marked red (broken or depreciated). I have unsubscribed those. After that I restarted the game, and I could enter the game and load the city. With the help of the computability mod I could find the updated successors. Be aware there are more mods that cause some problems.

If I'm still getting a "simulation error" due to "object not set on an instance" even when all mods are disabled AND starting on a completely fresh map, does that mean I need to unsubscribe from all mods and then add them one by one until I discover the one that breaks new game saves?

*EDIT* The reason why I ask is because up until this afternoon (my local timezone), a different save I opened was working just fine, with over 20 mods enabled and over 1400 subscribed assets (not necessarily in use). Game didn't behave abnormally during play, but now upon starting a fresh map, I keep getting these simulation errors. Even when mods are disabled, new starts are not fixed.

**EDIT** Just discovered that starting a new game on a base game map doesn't give me the error I had on a map I created. Does that mean I need to reload my created map in the editor and see if the error goes away, or is there a fatal error in the map that requires me to delete it entirely?

You may need to however your best bet would be to use the support forum linked in the post above as that will allow you to upload your output log

Are you able to start the game if you add the launch options -noWorkshop and -disableMods to Steam?

Looking at the error I'd say it's to do with your graphics drivers (particularly if they have a VR option)

In that case we will need to see your output_log.txt (called player.log on Mac and Linux) to be able to help, which cannot be attached here on Steam. Please make a report on our support forum and attach it there so we can figure out what's happening.
