I pick core DLCs (without radios etc) and when I tried to launch it a couple of times, it worked.
increase pagefile of hard drive where you game is installed, and enable Virtualization,
2. Right Click and go to properties.
3. On the left side search for advanced system settings click on it.
4. Under Performance Tab, Click Settings.
5. After Opening of Performance Settings and on the bar above Click On Advance tab.
6. In Virtual Memory click Change
7. Deselect “Automatically manage paging file size for the drive where your game is
installed” and select “Custom size” under the drive of your choice .
8. Set the initial size for your paging file in MB according to the paging file size for the drive
already listed (if applicable), Then make sure the page size must be 1.5 times the
total physical memory i.e. in my case 8x1.5 and maximum 8X4 to ensure system
stability, Make sure if you are appylying to other drives too, it must total with above
equation.

2. After powering up get into bios settings, how to get into bios settings? you could find it
on internet regarding you pc's hardware or software
3. Enable Virtualization in bios and restart your PC.
4. After Restarting , Go to where your game files are stored and right click on
cititesskylines.exe or whatever files
and click properties and tick the run as administrator.
5. Same goes for Steam.exe. Start the Task Manager, Shortcut key = Ctrl+Shift+Esc.
6. After that Run Steam and run your game
7. When the game starts up go in your task manager and look out cities skylines and right click it and select details.
8. When you are in Details again right click on cities skylines and click on enable
virtualization if it not allowed there this may be due to recent update but it will come
sooner or later, and do not forget to set your game to high priority by right clicking
in details tab. Make sure you never use Realtime Priority, just use high

Here is my suggestion disable all assets you have and then try loading in, and if you are able to load in, next time use less assets
