Game crash when DLCs are on

So Ive got a new PC and wanted to play Cities Skylines with some DLCs and while the map is loading then the game is freezing and after a while my game crashed (and it also sometimes crash discord, google etc).
I have 3060ti, 16GB ram

When I turn off all DLCs then game works.
I tried reinstall game etc and still nothing
Even I tried download crack with all dlc but it is crashing too

A couple of things you need to do, try verifying files, if all are ok then install loading screen mod https://steamcommunity.com/sharedfiles/filedetails/?id=2731207699 note that this temporary mod it will get deleted afterwards the original author will make it compatible with latest DLC. How big is your pagefile?

I installed these mods and saw that game use about 12Gb of RAM and then crash
I pick core DLCs (without radios etc) and when I tried to launch it a couple of times, it worked.

What DLC you use? I have all DLC i never crashed. i have 8gb of ram, Update Windows to latest version if it is then Follow this steps, This configuration are same as my pc:
increase pagefile of hard drive where you game is installed, and enable Virtualization,

Here are the Steps how to increase pagefile and Virtualization:

1. Go to This PC in Windows Explorer.
2. Right Click and go to properties.
3. On the left side search for advanced system settings click on it.
4. Under Performance Tab, Click Settings.
5. After Opening of Performance Settings and on the bar above Click On Advance tab.
6. In Virtual Memory click Change
7. Deselect “Automatically manage paging file size for the drive where your game is
installed” and select “Custom size” under the drive of your choice .
8. Set the initial size for your paging file in MB according to the paging file size for the drive
already listed (if applicable), Then make sure the page size must be 1.5 times the
total physical memory i.e. in my case 8x1.5 and maximum 8X4 to ensure system
stability, Make sure if you are appylying to other drives too, it must total with above
equation.
9. Restart Your PC

Enabiling Virtualiztion

1. Shut Down your PC
2. After powering up get into bios settings, how to get into bios settings? you could find it
on internet regarding you pc's hardware or software
3. Enable Virtualization in bios and restart your PC.
4. After Restarting , Go to where your game files are stored and right click on
cititesskylines.exe or whatever files
and click properties and tick the run as administrator.
5. Same goes for Steam.exe. Start the Task Manager, Shortcut key = Ctrl+Shift+Esc.
6. After that Run Steam and run your game
7. When the game starts up go in your task manager and look out cities skylines and right click it and select details.
8. When you are in Details again right click on cities skylines and click on enable
virtualization if it not allowed there this may be due to recent update but it will come
sooner or later, and do not forget to set your game to high priority by right clicking
in details tab. Make sure you never use Realtime Priority, just use high

I have this error when it is crashing (if this can tell you what is the exactly problem):

63% memory in use.
16254 MB physical memory [5862 MB free].
22142 MB paging file [190 MB free].
134217728 MB user address space [134199050 MB free].
Read from location 00000010 caused an access violation.

That will be a memory issue as there’s less than 200MB Page file remaining

I have this error when it is crashing (if this can tell you what is the exactly problem):

That's because you are using so many assets and then there is no space in memory, decrease the no. of assets you are using or your memory stick is faulty, maybe you can remove ram from pc, and then use eraser to rub golden plates of ram, this kind of trick sometimes work but not always, but do it only if you have a faulty RAM.
Here is my suggestion disable all assets you have and then try loading in, and if you are able to load in, next time use less assets
