enabling DLC Green Cities?
Do I need to start new city in order for Green Cities to be enabled?

Didnt have to do that with Park Life...

No you don’t. Read the description of your DLC. Some stuff is under the parks, some you can use when you draw a district
If you don't know how to use a DLC paxk for the game and you don't feel like reading then Youtube should be your go to place.

As an example LGR's short and witty review for rhis particular pack...

Usually, if you get a pack it will ask you if you want to enable DLC content when you load your save that has no DLC, this gives you the option once you save that save its pretty munch permentit and can't go back.

Cities: Skylines doesn't do this, since the version of the game is the same regardless of what DLCs you might have. The changes happen when the free patch is released along each DLC release, and that moves everyone's game to the next version with all the changes.

This is what makes mods either work or not work, no matter what DLCs you might have. And it is also who it's super easy to just add DLCs on as you go no matter what order they came in or how long ago they were released. If your city works with the mods you have, adding a DLC will not affect that at all. Only the free patches that release along the DLCs can mess with things. :)
@Avanya:

With Cities Skylines there are no DLCs to add as they're already installed along with the basegame itself. Purchasing DLCs for the game only unlocks those packs for you to use. So in essence you're NOT adding new content.

I'm aware. I just find that explaining that can make things more confusing, since unlocking the DLC content stills feels like adding a bunch of new buildings. And you aren't loading them if you don't have the DLC anyways, so for things like RAM usage it still practically works like adding them to the game. :)
