Use your imagination. Seriously, that is one of the best things about a sandbox game. Still, if you want a helping hand to start a city, watch this video on how to do so. Remember, you do not need to have the map the video maker used. His tips will work on any map.

Also, if you are new to the game, I would like to recommend you any good flat map from the workshop. As your experience grows, then try some more complex maps.
