Play without any of them for a while, and then you'll learn more about what you like doing and can get a DLC that improves that part (while ignoring the DLCs that are only relevant to the parts of the game that you don't care about).
Parklife is also a good pack if you like making your own parks rather than plopping down those small premade ones down in your city.
Another DLC that i am fond of is the High-Tech Buildings pack because it comes with a cryopreservatory that is like the crematorium but doesn't produce pollution. Although there is probably another one like that for free on the workshop.
After Dark adds some lesser game mechanics (district specializations), bus lanes (!), bike lanes, bike paths.
Snowfall adds trams. Buy it if you want trams, don't buy if you can live without trams, or if you think that price is too much for trams.
Mass Transit is very optional. The only useful thing it adds is ferries (water transportation). Other transport options are not that useful.
Others DLCs are not must have at all. Stay away from Disasters (and Campus).

After Dark adds vital mechanics to the game.
Snowfall, because it comes with Trams, which is my favorite transport in Mass Transit.
Disasters are fun to watch, but cause destruction you will have to repair and pay for.
Mass Transit to me is a must for any city in the real world and is immensely helpful in the game.
Green Cities I honestly don't know much about or what's included. I'm not sure I've really used anything from this one yet.
Parklife is a lot of fun and a great way to make your city look good while bringing in money.
Industries is amazing once you get the hang of it and it taps into changes made to Parklife.
That's my opinion. I'm sure others may differ from mine. We all have our own way of playing the game and what functionalities we like.
I would read each one of these and decide which capabilities you'd like to play with.
