Can i max land value on everywhere with MOD
İ need mod i am trying to build realistic city and i want to place skyscrapers

To max out land value you can build the 'Eden project' monument.

To heavily increase land value without this monument I would suggest implementing water. I've used the 'Tiny Canal', to create lines of water in my residential areas. Fill these up nicely with water, and you'll get an increase in land value all the way to dark blue, to about 16U from both sides of the canal.

Tip: Use the 'Parallel Road Tool' mod, to build this canal with roads along either side with the right distances set, you can create very nice and high land value lines of residential.

Or you can use Ultimate Mod. It can do anything you want to cheat the game. You can disable Chirpy, remove garbage, max land value and attractiveness, automoney, change oil and ore reduce speed, multiply taxes and income, remove cost for policies, max RCI demand value, no abandonment, and many more.

If you have the "Green Cities" DLC, the High Tech Housing policy basically increases the land value around all residential buildings under its affect. This can snowball and level up a district rapidly if the buildings are close enough together, since the buildings will increase each others' land value.

Land value is actually park value. It is only one of several requirements for buildings to level up. You will need mostly all services, plus residential needs education that takes a long time and a great many schools to graduate them all from small attendance. Always spam education early game to get a good base of education early on.
