So you either need to build a pedestrian pathway next to it or you use a quay with an integrated walkway from the workshop.

However, if you want them to, then you will have to build a path on top of the quaywall... and if you want to see them do so, then you'll have to make sure the path leads to a destination they wish to visit.

Other quays do not have built in paths, so you will need an invisible pedestrian path to put "on top" of the quay. Then they'll walk on that. To do that you will need Move It and an invisible pedestrian path from the workshop. And it's best to build a visible path first, then upgrade it. So you can actually see what you're doing to start with. :P
Lastly citizens need a reason to use a quay. They don't just go there to look at the water. Whether the path is built in or added on stop, they will only use it if it's the fastest way to their destination. So if there's nothing along the quay they need to go to, they won't go there.
