Supply chain issues
So my forestry area is layed out in such a way that forestry products go directly from the growing area to storage then processing and off to warehouses near the unique factories. The problem I seem to have is that no matter how much sawdust storage or how many log yards i put down within spitting distance of my biomass pellet plants I still get no paper whatsoever even when the storage is totally full.
The road layout is perfectly set up to make it the most efficient it can be and yet nothing. Anyone else experience this before? I have more than enough workers and ways for them to get to work, all traffic lights in the area are off and give way and stop signs are in place. All the other parts of my forestry industry work perfectly so no idea what's causing this.

Paper doesn't come from "biomass pellet plants". Check the rest of the processors on your list. :)

Oh wait ... This is Cities Skylines so maybe it does. I'll be back in a bit.

OK biomass does produce special good paper in CS unclear where it goes or who use's it. Maybe wait for "Avanya" to answer that. Might be the Soft Paper Factory.....and stored as Forestry Products not paper.

In real life however, it's the pulp mills that produce paper. You might try dropping in a couple of them to see if paper starts to show up in your warehouses. Also be sure to set the warehouses up to store paper but I'm sure you already done that.

so the supply chain goes from wood plantations and sapling farms which produce forestry products, in game these are stored in the sawdust storage and log yards, its those forestry products that pulp mills and biomass pellet plants need in game to create paper for the unique factories including the soft paper factor which i have right next to the foresty industrial chain. I replaced the biomass pellet plants with pulp mills so hopefully that does the trick

If I am right in assuming that the special goods paper is required by the Soft Paper Factory you will need to keep biomass pellet plants for those materials as well... :)

i replaced the biomass plants with pulp mills and I'm getting paper now but no planed timber, I have enough forestry products for both but it seems the trucks are choosing to distribute these things unevenly. Could it be I just dont have enough workers? i know industries DLC buildings dont usually tell you if you dont have enough workers so im thinking that might possibly be my problem. I'll try getting a ton of residential in around the forestry area and see if that affects it

be a lot easier to simply up load a shared game save for us to look at... Have you placed the Engineered Wood Plants in line?

Try this lineup:

Large tree plantation
log yard
saw mill
sawdust
wood chips
biomass
pulp mill
engineered wood
warehouse - planed timber - balanced
warehouse - paper - balanced
warehouse - Forestry products - balanced
Cargo train station
Unique Factories
Out side rail connection for export to other city(s)

Some facilities are redundant especially in farming but you can work that out later.

that is basically how I have it with a few minor alterations.
My unique factories are between my different industrial zones so i can get the products from each of the industries to them easier.
Also since my industry areas themselves are somewhat widespread to reduce traffic congestion, I have cargo strain stations near each of the 3 main parts of the industry (forestry products/refined products/unique factory products) which helps with additional exports.
I zoned a bunch of residential as i said and that seems to have fixed some of the problems. It's just kinda hard to track stuff sometimes when you have over 200k residents and the 81 tiles mod lol. and thanks ill check the vid out rn

As I've stated several times I routinely start out building only industrial (NO city - 0 population).
I build out all four industries connected by rail to outside and start exporting everything as produced. When I've built up my bank account i add the Unique Factories. Then and only then I start laying out a few streets and zoning a bit of residential.

not to say that's how you should do it only to point out that it can be done and works very well for me.

interesting method, I'll have to try it out in my next city since i always heard its a bad idea to put down any other industry before you max out one of them since they will be competing for workers.
Thanks for the advice and suggestions bud! even if some didnt work for this city or this particular problem it's all good info to help me if i ever run into other such problems in future cities or even in the future of this city

When you check your storages for logs how full are they? And how many available trucks do they have? It sounds like you might not have enough storage for how much you are producing.

Storage was full and not even half the trucks were being used at the time, it was as if the biomass pellet plant didnt even exist to them, they would drive right past it even though it was the next building along after forestry product storage.
I did fix it though, got frustrated and deleted a bunch of stuff after the additional residents thing didnt work as i thought it would and replaced it all back in the same places. it now seems to be working normally.
I swear sometimes cities just acts really weird without any clear indication of why even if the problem is a simple one to fix.
One point I'd like to add is the fact that i AM using a couple quality of life mods and its been a month or so since i loaded up this save so i dont know, that could have caused some problems considering mods do tend to screw stuff up sometimes. Although im pretty sure Whiteknight77 was on point with his comment. I did add a few more storage yards too so that probably did a bit to fix it too. Whatever the problem was caused by, I got it all working now, production, refinement and exports are going well and my balance is in the green again :D Long live Iccaria City :D

The biomass and pulp mill both produce paper that can be sent to unique factories such as the printing press, soft paper plant, sneaker factory, toy factory, food factory and the furniture factory. Soft paper can be paper towels, tissues or toilet paper. In actual use, pulp mills also make pulp which can be found in diapers and other types of things like Pull-Ups, cigarette butts and food.
