I don't have a inland water treatment plant
I am trying to look for the inland water treatment plant and I don't see it in my water section. Is it in the base game or is it in some kind of DLC

It's in the Sunset Harbors DLC.

There used to be assets on the workshop that did the same thing though I kind of bet they got taken down after Sunset harbor got put out. If all else fails just dig a hole or dump it near the edge of the map. It will flow down hill out of your way.
