Ive also heard it happening from water or sewage shortages or other basic needs, usually its a pathing problem. Why take the 5 lane freeway that comes out a block from your house when you can sit in traffic for 6 hours instead?
I think this is the most likely reason. They possibly are (or you are) using one or more of the following mods or some other version of them. 'lifetime rebalance revisted', ' realistic population revisted' or 'rico revisted'. As @avanya says if they are using anyone of them you will also need their local xml file for the mods in use.
So how do you know which mods you need to subscribe to? I click "subscribe" to the save game I want to use, and nowhere on the workshop page does it list the mods I need for that save game. The author of the save game doesn't list the mods, and there's nowhere where I can see which they have subscribed to.
That's ok, but you then need to click on enable for the save game. That will then enable what they used and disable what the have not.
The game keeps track of mods and assets used. Go to the Content Manager, then into the Savegames category. Find the save, and click the "Subscribe All" button next to it. This will cause Steam to subscribed to all the mods and assets used in the save. Make sure to also enable the mods and restart the game before loading, so the mods are all running correctly.
Sometimes you will get old mods that shouldn't be used anymore. Removing those is a good idea to prevent problems. I usually do a quick check of the mods to see if there are any broken ones. Using this list[docs.google.com] as comparison is a great way to avoid the broken ones.
