We need to see the output log at this point because nothing seems to be helping. Worst case scenario is that it's their Windows copy.
Have you tried adding the launch options -noWorkshop and -disableMods to Steam as well?

- Remove the game from Steam (uninstall)
- Manually delete all these files and folders, if still there:
...\Steam\steamapps\common\Cities_Skylines\
...\Steam\SteamApps\workshop\content\255710\
...\AppData\Local\Colossal Order\Cities_Skylines
(first move the /saves/ folder elsewhere to keep your save games)
(To see the AppData folder you'll need to enable View Hidden Items in File Explorer)
Reinstall and test. You can use one of these two cities to test on if you want to avoid building up one. They are completely vanilla and work well for testing purposes. :)
