Public Transport Net Structures (Train tracks, Subway tracks, etc.) Always Remain Locked
I'm having issues trying to getting my net structures to unlock. The stations will unlock, but not the road like structures to connect them. I have even tried doing the "Unlock all" option in "Content Manager".

Things I've tried:

- Disabling and Unsubscribing from all Mods/Workshop Assets.
- Uninstalling and reinstalling.
- Deleting all system/save files located in Steam folder and
C:/User/$user/AppData/Local/Collossal Order/Cities Skylines.
- Uninstalling and reinstalling after deleting system files.
- Disabling all DLC packs.
- Steam file verification.
- Computer reboot.

If there is anything else I could try please let me know! I'm running Windows 10 most up to date version as of today. The issue started at least a month ago though, but only noticed recently as I was trying to build rail structures today.

I am assuming you have placed a train/metro station. Are you using any mods?

I did, then deleted it. I was, but have since removed and unsubscribed from all and am still encountering the issue even after reinstalling (reinstalled after all mods removed).

So at the moment you have a train or metro station still in place on the map but no access to train or metro tracks? Make sure it is a vanilla station as some custom stations don't unlock the tracks.

It might also be worth verifying game files to make sure it isn't a corrupted game file somewhere messing with things.

We need to see the output log at this point because nothing seems to be helping. Worst case scenario is that it's their Windows copy.

Ah I completely missed that on the list. :S

Have you tried adding the launch options -noWorkshop and -disableMods to Steam as well?

I have not tried that, but will give it a shot! Where would the log files be located btw?

The -noMods option also disables the built in Mods like "Unlimited Money" and "Unlock All". I will play one of my smaller cities for a bit to get trains and such unlocked and will let you know what I find.

Looking through the log and playing through a little more I found another issue, all my industry from the Industries DLC aren't unlocking either. Here is the log url.

That seems to have worked! I think there was residual data in the actual cities skylines folder as that was the only thing different this time from me deleting just the AppData files.
