Make sure you save always a new save with Cityxx.
Meaning City is your cityname, xx is a continues number from 00-99
That would look like mycity01, mycity02, ....
Every time I load a city I make instantly a new save. If something happened I can always go back. I do as well multiple saves during the game, e.g. when I changed a whole area.
You can use F1 for a quicksave with timestamp.
If you can't find the file in the saved folder in appdata, I have to tell you that you probably have overwritten your save.
Do you perhaps have an autosave of the city that you could use instead? You might lose a bit of progress ofc, but that's better than losing the entire city.
