Thats the draw distance which is set by the asset creator, it gets blurry like that when you zoom out to keep your computer being taxed too heavily and drawing pixels it doesnt need. Its just a graphical feature. I believe you can use the asset editor and change the values but no experience doing so myself.

Can you link to the specific asset you're using? It might be a problem with it (or rather the LOD which is displayed when you zoom out), or it might be another asset messing with things.

Without other assets or mods, they look normal when zooming out. So my guess is you have some assets, which have improper LOD textures, which tends to mess with a lot of LODs. Since it's a network that's having issues, it's probably another network causing this. I'm not aware of any that could be the reason, so best option is to disable all other networks (roads, train tracks, fences - things that can be drawn in the same way as a road - you can ignore fence props for example) and test on a new map to see if that solves it. Then enable those networks back in batches until you find the one triggering the problem.
