How do i deal with water?
Im using a map called Mojave, and it includes one river that branches off. When i build or remove over it, it start summoning a infinite source of water. How do i win this war before it eventualy floods my city one day?

You have to remove the water source, otherwise it's going to continue to spawn water. Using the landscaping tool to bury the river isn't going to remove it.

Source is out of bounds. The main issue is that my citizens use so much waste that it literly floods the river. Using water pumps work but only for a few seconds. (its hooked up to its own system.) Only way to make that work is buying whatever consumes the most water.

There is a mod called big water pump and put it at the upstream of the river might help.

Clarifiers are a good way to deal with waste water. They remove the dirt for garbage pick up and return clean water back to the city. There is a 20% loss of water through the transaction. This way you are not pouring dirty water out to anywhere.

Build water pumps around it, drain all the water the moment it comes out
No mod solution

Also you can build the ferry rivers (forgot what it's called) build the deepest one so you have a bit of buffer if it goes out of control. I dont recommend linking this to your grid but if you can find a equilibrium to count it into a constant water source, I don't see why not, then you can add a outlet somewhere else into the ocean (if there's one) to shoot out the excess water.

If your problem is sewage messing with the river, then you could also switch to in-land sewage options. There are some in the game itself if you have Sunset Harbor, but there's also workshop options like these:
