Report a translation problem
If not, then it can be a mod messing with the menu. If you post your output log (player.log on Mac and Linux), then we can take a look at your mods and see any errors you might have with the game. This guide explains where to find it and recommends some sites to upload it to, since we can't attach files here on Steam.

I have done the restart, Logout, Login, Shutdown etc yesterday and nothing changed,
So logged on today fresh start and this is the output log

The only thing to my head is i downloaded some maps that need DLC, Going to go through and delete now,
Like i said no assets show in content manager but they all seam to appear in the game,
Not seen every car/truck or building but enough to know they all seam to be there
The content manager shows both mods and assets as empty,
As you load the game on the home screen it says 0/30 mods but then wont show anything as above
If you still don't see the mods, let's try resetting the game settings. You will need to find and delete the file named userGameState.cgs - it's found here:
C:\Users\Philip\AppData\Local\Colossal Order\Cities_Skylines
Then try the game again.
Even left it unsubscribed to test as well,
Restart pc, Delete the file ETC and no change
Even linked my Paradox account and logging in just if that was anything,

Still shows 0/5 enabled,
Nothing shows up in content manager for mods or assets still,
Deleted the UGS file again as well as closed Steam and rebooted, Still the same,
Going to unsubscribe from everything and see if I can get any mods to show with another fresh install
Default location is C:\Program Files (x86)\Steam\steamapps\workshop\content\255710
If the folders are empty (or not there), In the Steam client, is the download stuck, by any chance?

Avanya - Did that to no avail,
Even moved everything to my C drive thinking if that was playing with it but no change,
Deleted everything and started fresh again,
All the mods i had i have put back and now work perfectly,
I have got a few assets but they all work and show up in content manager,
More then likely never find the issue but least it works now
