Would say you need an easy map just a map and then have fun with the game, it is trial and error, find your style and how you like to design, there is no wrong or right.

Give it a try..
For this map, I have make build almost complete highway from end to end. This might help you to build a city, less worry about the highway connnection.

Vanilla Coast is another map that is also easy to start on, as you can have water in one place and sewage in another.
