Don't know about that, when i look back at my first city i made a plethora of mistakes as the game has an understanding that isn't completely logical to how you would think it should play. So having tutorials is a must.
Most gamer's just want to play but get a surprise when their city falls apart so learn from your mistakes, make a mistake go try figure it out what you did wrong and as others have said search youtube videos with a specific search term relevant to the issue you have.
When i'm trouble seeking an issue that others have that i haven't had myself i'll type the issue into a browser and see what results i get. Sometimes a video will sort it sometimes a post on reddit, steam or paradox would have experienced the issue, so it's a good idea for those learning the game to use text and video services to learn from other peoples mistakes.
