Is there a "Not enough..." bug?
Hi everyone. I've been playing CS for years now. First on Xbox now on PC. I've built dozens of cities and have never, until now, run into a rampant "Not enough buyers - Not enough raw materials" problem. I was zipping along fine until I hit only 50,000 population then all of a sudden I start getting the popups. I've watched many videos and read many articles and tried every solution given. My traffic runs between 80% - 85% and I have good connections for imports. I've tried adding cargo hubs and removing cargo hubs. I've tried the suggested policy changes. I've removed Industry and rebuilt it. I've removed Commercial and rebuilding it. I've spent hours upon hours of the past week troubleshooting and nothing I've done has fixed the problem. Is there a bug that I haven't read about? Because at this point a bug is the only thing I can think of. I'm using TM:PE with despawn off. And I'm using a few non vanilla roads that I haven't used before. I don't want to abandon this city, plus I'm afraid if I begin a new one it will just happen again. Do any of you have any less popular solutions that I might try? Any help would be very much appreciated.

It possible you got Max limit of game. Disable Despawn from TMPE, and check 'Clear Vehicles' from TMPE.
Build some warehouse and add Commercial zone and Industry zone (Specialized and Industry Area).

At 50k I wouldn't worry about it as long as your city income is positive.
It's simple economics. Supply and demand.
Not enough buyers sounds to me like you have too many businesses trying to sell and that is all.
Your supply exceeds the demand.
Do you have more industry than your commercial needs? If so, reduce it... or create more buyers by creating another outside connection, or by creating a little more commercial. Remember to wait for the commercial to level up and mature.
Also, if you're using DLC's such as Industries, then it really isn't a problem as that is a money maker, in and of itself. And while vanilla Offices can soak up excess industrial demand, if you have the Green cities DLC, they can make you money too with IT clusters.

"Not enough buyers" pretty much means "my internal storage is full and all my delivery trucks are busy." Since you have it along with "Not enough raw materials" I wonder if you're hitting the vehicle limit. If your buildings' delivery trucks were just all busy, then cargo stations/harbors/airports should have helped the problem some at least. And since you have TMPE with no despawning, it is at least possible you're hitting the limit.

You can get CSL Show More Limits to check how close to the vehicle limit you are. If you're close, then your buildings are likely unable to spawn delivery trucks at all until some other vehicle despawns. To fix that, you'd need to lower vehicle usage, which is usually done by having lots of efficient public transport, paths and bike paths.

It's inconceivable to me that the OP is hitting an agent limit of any kind at 50,000 cims. If you are at ~83 traffic flow, then even with despawning turned off you should be nowhere near any of those limits. I suspect something else is going on. If you're only running TMPE you could throw your city on the workshop and let us have a look at it.

So I found out what my problem was. I did start a new city and by the time I got to just over 11,000 population, I began seeing the same thing. "Not enough..." bubbles all over the map. I noticed that trucks weren't even going down the streets of the businesses that were having trouble. It turns out that an option in TM:PE under the Policies tab was the culprit. The policy, "Ban private cars and trucks on bus lanes." I've been using street assets with bus lanes for my larger avenues and boulevards and having that policy on was keeping the trucks from using those streets. After removing the policy and running the game for a while the "Not enough..." problems cleared up everywhere. I hope this helps someone in the future. Thanks to everyone who made suggestions! I really appreciate it.
