Build some warehouse and add Commercial zone and Industry zone (Specialized and Industry Area).
It's simple economics. Supply and demand.
Not enough buyers sounds to me like you have too many businesses trying to sell and that is all.
Your supply exceeds the demand.
Do you have more industry than your commercial needs? If so, reduce it... or create more buyers by creating another outside connection, or by creating a little more commercial. Remember to wait for the commercial to level up and mature.
Also, if you're using DLC's such as Industries, then it really isn't a problem as that is a money maker, in and of itself. And while vanilla Offices can soak up excess industrial demand, if you have the Green cities DLC, they can make you money too with IT clusters.
You can get CSL Show More Limits to check how close to the vehicle limit you are. If you're close, then your buildings are likely unable to spawn delivery trucks at all until some other vehicle despawns. To fix that, you'd need to lower vehicle usage, which is usually done by having lots of efficient public transport, paths and bike paths.
