Assets not appearing in Content Manager
I have recently come back to the game after some time off it and after downloading the latest update, I attempted to load my previous save and a whole bunch of errors popped up. I eventually got through them all to find my whole city in chaos. I then discovered that all of my assets weren't showing up in Content Manager and I have searched fixes for this but nothing as of now has fixed it.
I have tired verifying the games files, unsubscribing and resubscribing to assets, and restarting my PC. None of these methods worked however.

Try logging out of Steam, shutting it down completely, start Steam again, log in, start the game and check the Content Manager. That usually does the trick.

I hitted by this bug several weeks ago, I cannot find Park Road although it is subscribed. The problem finally solved after the game is uninstalledd and reinstalled entirely.

I am really not wanting to reinstall my entire game and lose everything.

All of my subscribed assets are missing from the content manager.
I have even just reinstalled the game and still nothing.

Feeling quite stupid now haha but that was precisely the issue. I must have done it last time I was on the game for some reason. Thank you!!

Suggestion: you can make a new shortcut that lets you pick to do that rather than needing to change the steam settings each time: https://i.imgur.com/YaW0gTW.png

Just set the target of the shortcut to
"C:\Program Files (x86)\Steam\steam.exe" Files (x86)\Steam\Steam.exe -applaunch 255710 --noWorkshop

I got this same problem this morning - none of my subscribe assets and mods is in the content manager (the game loads in seconds though :))))) Where do i find that ""no workshop" option? MY PC crashed yesterday while playing, maybe i changed that setting unintentionally...

To add the -noWorkshop launch option go to your games library, right click on Cities: Skylines, select Properties and then click the Add launch options button.

Logging out of Steam, shutting Steam down, restarting and logging back in might also fix it for you. At least that usually does the trick when Steam freaks out and forgets how to connect properly! :P

I do not find the "no workshop" option anywhere....
I do find "set up start options (startopties instellen) in the "general"tab, but it gives an empty textbox, warning "only for advanced players"(what i am certainly not :P )

I did log out of Steam. shut it down, relogged. but that did not do the trick either...

You need to type it in yourself in the box for launch options. My Steam is in English, but the buttons should be in the same place. Once you click the "Set launch options" button, it opens the little window where you can add the -noWorkshop and then just click "Ok" once you're done. And to remove it you just leave the box empty and click "Ok"

I did as you advised, typed -noWorkhop, clicked OK, started the game. There was no content. Went back, removed the -noWorkhop, clicked OK. started the game again, and still no content :( I think a i am getting crazy...
